US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to diminish as GOP senators floated a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Growing Impact of Federal Closure
The effect on Americans from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As weekend meeting got started, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition lawmakers expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another lawmaker responded to the criticism of insurance companies by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."
Continuing Negotiations
The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another senior Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the payments before negotiating the future of the tax credits.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Partisan Dynamics
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several observers indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough support in 2017.
